Scabbing on rafter tails is a common practice. It is most important to identify the reason the old ones rotted and to verify the condition of the rafters from inside the top plate to the ridge top. If the rafter is in good condition, scab on new tails. A general guideline is if the overhang is 1 foot, the scab will 1-foot towards the outside and 2-feet towards the ridge.
