Twenty years ago I painted my kitchen with a tan high-gloss enamel (I don't remember if it was oil based or water based). Then two years ago I had it painted and they primed it with Latex Kilz and then painted with a light green Latex Satin. The green paint is easy to scratch off back down to the tan high gloss enamel under it and I want to know if there is any thing (oil based primer, etc.) that can be painted over the green paint that will keep the new paint from peeling off. I don't want to have to have the green paint scraped off because of the mess. Any suggestions?
