Test the individual components to see. The element should show NO continuity from either of its terminals to its metal housing. The heater terminals on the motor's centrifugal switch should be open when the motor is not running.
Your symptom could also be caused by a shorted 'start switch' on the console panel. It should show NO continuity when not pressed.
