They made a serious mistake in using a latex primer over another paint; that is a guaranteed failure, sooner or later. Sorry. If you paint over that, it will probably pull off what you have even faster.
I don't know of anything you can put over what you have to seal it to what was underneath. You will have to remove the top paint and primer and start over. A painters scraper might be a good way to scrape it off, or a 4" wallpaper razor scraper.
Once you get off the top paint and primer, then sand the gloss paint lightly to cut the gloss and prime with an oil primer; I recommend Zinsser's Cover Stain. Just before priming, wipe down with a liquid deglosser to further improve adhesion.
Once primed, then you can paint with whatever you like. I prefer an oil enamel (usually semi-gloss) in a kitchen; my experience with latex enamel has not been good.
