I'm assuming you installed a whole new filter.. you can't put a cartridge/paper filter in a sand filter.
Anyway, I could potentially see any Algaecide/baquacil clogging the filter if you put it directly in the skimmer. Never put any chemical directly in the skimmer basket - many are either very thick (as in this case) or they are very acidic, as in most chlorine treatments.
Check to see that your impeller doesn't have any broken fins. I've seen that a few times. Other than that, it would have to be something simple (assuming the motor is still spinning) like you have crud in your lines.
