Lisa..........clean the walls - wipe with Methyl Hydrate.
Prime with one coat of Glidden Ultra-Hide Gripper (it is a latex primer - and it will stick) - then two topcoats of the appropriate latex finish - Glidden Ultra-Hide, Evermore, and Ralph Lauren are all good brands.
