Taking measures at the time water is entering the basement is difficult and may be limited to preventing property damage. Pull up carpets and padding and get things off the floor. Beyond that identify the source of the problem; i.e. roof drainage, lot grading, lack of foundation drains; broken water lines, etc. If you can elaborate on the problem, suggestions might be possible.
