How Can I Clean Lime and Calcium From Cement and Flagstone Without Damageing It ???

I work for a construction company who did a really big job with flagstone and concrete, it came out really good but as time goes on it is slowely being eaten away by lime and calcium that gets on it from the watering system ... What can I use to get it off without damageing it any furthur ??? We have tryed CLR, and Meratic Acid but nothing seems to do the job ... Does anyone have any ideas ???
