Sounds like you have a 14 x 20 gable vent (not facia) You need to provide 1/150 of the area of the attic assuming cross ventilation; or 1/300 if an adequate vapor barrier is installed. Basically this means if the floor area of your attic is 1500 square feet, you neet (1500/150) 10 square feet of ventilation. This is evenly divided between soffit and upper roof vents, or 5 square feet. If you have a full vapor barrier the requirement drops in half.
You have less than 2 feet of upper roof vent (14*20/144). This may meet your requirement depending on area and vapor barrier.
