I missed in your original post you had insulation in the rafters and none in the attic floor. So the attic is a heated space. Soffit ventilation will not help unless there is a gap between the roof and the insulation, and a ridge vent allowing for convective air movement. Installing soffit vents and insulating under the attic floor would make your house more efficient, but you would lose the heated space in the attic.
Disregard previous post. Unless Ice dams are causing a problem, I would be tempted to leave the ventilation issue alone. Soffit ventilation does not appear make aense at this point.
