The reason the basement has 75%RH, is that ouside air at a 70^F dew point infiltrates the basemetnt and is cooled to the basement temperature of 75^F is +80%RH. EPA recommends keeping the basement <50% RH to avoid mold growth. When outdoor air is 50^F dew point and infiltrates the basement and is cooled to 75^F, its 50%RH. So, operate a dehumidifier when outdoor dew points are +50^F. For 75^F dew points, you need 1 pint of dehumidification per 20 sq.ft. of basement space to maintain <50%RH.
