As tom mentioned, concrete is quite permeable to both water and water vapor.
Even if the outside of your foundation has been treated with water proofing cementious sealers like ThoroSeal and foundation coating, these products only block LIQUID water from passing thru the concrete walls and into your basement.
They do NOTHING to stop the flow of water VAPOR from your soil into the house.
Although the top of your soil may be 'bone dry' the deeper soils will remain water logged for a long time after heavy steady rains.
The result is that your basement is constantly having water in gaseous form entering your basement thru the block/concrete from the soil.
The solution is to coat your interior block walls with a truly Vapor proofing coating such as DryLok paint or a similar product.
Otherwise installing french drains, sump pumps, and dehumidifiers is like closing the barn door after the cow has run off.
Only by treating your walls (and even floors) with a vapor proof coating can you insure a relatively 'dry' basement.
