If the handle is bent or missing, you can buy a new one. Unfortunately, there are many types of center holes and you will have to find one that fits your hose bibb.
If the valve stem is damaged, you will have to replace the whole thing. Some of these are screwed on the pipe and others are soldered.
If plumbing is not your bag, call a plumber.
