Thermstat

We need some help on how to correct the heating problem that we are having. Our central air/heat system is not operating good. During this summer when hot out side the heating system wants to come on. Is there something wrong with our thermostat for example if the house says 82 degrees and I go to put the cooling system to 84 degrees the heating system would turn right away. The heating system is coming on twice a day by itself. What can we do? Please me out about the heating system coming by itself. As far as I know we do not have it on a timer, but really don't know, we have only being here for two years.
