Are you talking about wainscotting? If so, putting it over tile would make your walls very thick. If you have switches or receptacles on the wall, they would need to be moved out to be flush with the wall. Also, I don't see tile as a 100 percent solid backing for wainscotting.
Often times the quick fix results in long term grief. You're better off removing the tile.
