Drywall repair

I had wallpaper removed from my bedroom and it left quite a few gouges (brown top layer show) on about 50-60 spots ranging in size from an inch to several inches. Now I want to make it smooth again by patching them so that when I paint the walls they won't be noticed. Is it better to skim coat the entire walls or can a dywall mud cover them after layering, sanding, etc ?
