Replacing Particle Board With Plywood

I am in the process of putting in hardwood floors and was told that I need to replace the 3/4 particle board with 3/4 plywood because it is not feasible for me to add another 1/4 layer on top of the particle board. It will be quite a task and I have several questions.

The first is: What kind of plywood should I use. It is all indoors so is CDX required or should I try to fit T&G or just use a regular B-C grade?

Secondly, do I need to rent a toe kick saw to cut right up to the walls even if there is no joist to mate up to? Is there a problem with just leaving 2-3 inches of particle board near the wall so that I can tie into the nearest joist?
