It is possible that they were there before but you didn't notice them. If the new paint job has a sheen to it, it will reflect and make them stand out. This is why I recommend latex flat paint on walls and ceilings in dry rooms.
If you want to find out for sure what the bumps are, cut away the paint and compound over one of them and look to see if it is a loose nail.
