Wall damage

Now I wishh I hadn't started, but when removing the layers of wallpaper in my Kitchen we found that the original layer is glued right onto unfinished drywall. Apparently the last owners found this out the hard way too, because part of the kitchen they removed the original layer and then pasterd over the the damage and then stuck their layer of paper on. It's just terribler. I have walls that look like cardboard and walls that look like plaster of paris, walls that were originally paneling.

What can we do on a budget to get the walls to appear smooth enough to paint. Someone told me we could hang Gypsum board or something called lewon(have no idea how to spell)

Any suggestions?
