Thermal Expansion Tank - Are they really needed?

A plumber was in my house checking a problem with the toilet, then he ran into my water heater and felt the cold and hot water pipes. He suggested that we should install a Thermal Expansion Tank on the cold water pipe of our water heater. Do I really need one? His suggestion was that it will increase the life of my water heater. I appreciate any suggestions.
