Mildew smell

I have noticed a mildew smell when passing certain areas of my house. Foyer is one place, and down the hall to bedrooms is another. I see no signs of mildew. We have a crawl space, no basement, and recently alot of rain. We have always had a water problem under the house. the house is 30 yrs old. Could it be that after all these years, we are just now smelling the results of that water problem? I might mention too, that both areas of where I smell this, is near a cold air return. I know my roof isn't leaking because I would see signs of that on my ceilings.
Now, assuming the smell is coming from under the house, what is the treatment. We haven't a clue as to the first steps to take. My concern of course is our health. Are we living in a potentially dangerous environment?
