First, I would ask the nice people at www.Peelaway.com for their comments. If they agree, I think that Wood Bleach might be a help. This is oxalic acid and it is available at home centers.

These products are strong acids (Wood Bleach/oxalic acid) or strong alkalis (Peel Away 1). Both of these categories benefit from neutralization by weak products of the other kind. Strong alkali's are neutralized with weak acids and then rinsed with clear water, for example. But this process is variable and, because other products can come out as salts, can open the door to other problems. The bottom line is that if the people at Peel Away agree, you might want to bleach with the Wood Bleach and then neutralize with household bleach, as the maker of Wood Bleach suggests. Do test in a small and hidden area first, no matter how you decide to proceed.
