road base or caliche would do the trick. if you wet it down and pack it, it will last longer and not allow weeds to grow through. roll it with your car if that is aii you have.
one thing im not sure of is if you will need to lay it thicker because of the loose rock below. we normally lay it 6 inches and pack it to about 4 inches in preparation for hot topping.
