I have looked into this and it is rather easy (don't let people tell you it is not safe- if you use the right products it is!)
Use Latex paints and a good primer; Sherwin Williams is a good resource, or you can ask at your local Benjamin Moore Store. the important thing is to sand very carefully (so everything is smooth) and to prime well to allow for long-wearing paint.
