We recently had our house painted 3 years ago. Tha paint started peeling after 1 year. The painter does not respond to our request to fix the problem. Upon investigating the problem, Parker paint said the painter used the wrong primer (2 coats) the the wrong oil based top coat(also 2 coats). My question is since he painted over a water based paint, what is the best method to remove all the paint and start over.
