Weighting Double Sash Windows

We are currently refurbishing all the windows in our 1915 bungalow, stripping the old paint, sanding, repainting, new spring bronze,sash cords......well, you get the picture. We have all the original sash weights. The problem is, even with spring bronze in place, some of the weights are not sufficiently heavy to raise or lower the windows (we have refurbished both upper and lower sashes). Does anyone have any thoughts as to why this is. We did actually try spreading the spring bronze open a bit.
