drywall question

I have to repair a couple of drywall tape seams that is coming loose on my ceiling. The ceiling has popcorn applied to it.

One thing I've noticed is that the ceiling has a series of slight bulges in between the roof joists where it is attached. I was told by one friend that it was because the people doing the drywall put the screws along the outside edges first, then came back and did the center joists.

Is this what causes these slight bulges? Is there any way to fix without having to replace the drywall?
