Deb, linoleum is made to shine and stay shiny. This is not good for paint adhesion. The old original linoleum was made with linseed oil and you might have had some adhesion but the coat or 2 of wax that was applied and forgotten made this even tougher. Modern vinyl flooring has a load of silicones in it or in the cleaning and shining agents that are applied later. The silicone causes many problems and can not be reliably removed. Painting linoleum is not a good idea.
