I ran into a situation like that a few years ago and was advised that each service drop required its own meter and panel. I was told that I should run underground conduit to the garage (apartment in that case) and a subpanel. This is in SoCA.
If you get no better answers here, suggest you post your question to the Electrical Forum on www.handymanwire.com; there are a couple real pros who monitor it.
