jack up and/or support section of house affected. remove rotted wood. replace with pressure treated wood. patch stucco. Do all this without having the house fall down on you. Not seeing it, it is not possible to go into any more detail. This is not a beginner project. I would seek professional help or at least someone to tell you exactly how to do it yourself while on-site.
