Water runs out of the joint where wall and floor mets.

I brought this house a month ago and it’s 97 yrs old. I have been told that there is water table is under the house and roots maybe stressing the wall (I do see the root where the floor and walls meet).
How would I know if the water table idea is true? Where to ask?
How would I deal with roots?
Is there a gutter like drain for under the floor to drain water away from the walls?
There is also a well in the basement that is not in use and the water level is 1 ft below the floor.

The water is running out of the walls is slow but an active flow.
Is there a chance of water being forced to shift or sink the house, if I try to dig out a border gutter for drainage?
