remove and replace the drywall with some that is thick enough. It sounds like you either have 3/8" or 1/2" where you might need 5/8" or maybe it is homosote or other junk, or maybe you had a moisture problem that degraded rock and/or made insulation above it too heavy. Only other option would be to take pieces of 1x pine and apply it across the joists and bulges and apply mouldings and you could make the ceiling look paneled, paint all white. Or, you could put in drop ceiling. Not many options. Best one is gut ceiling and redo.
