More common in a ballcock assembly, then a fluidmaster valve. It's real easy to tell what type of valve you have installed in your tank. The ballcock will have a large plastic float ball screwed onto the end of a brass rod. The fluidmaster float rides vertically on a stainless steel rod. If after you adjust the ballcock, and still hear the "grumbling", simply replace it out. They are inexpensive, and available at every home center or hardware store.
