painting and repairing damaged walls

I'm painting an old condo and the walls have water damage under the wallpaper in the laundry room, I haven't yet removed this paper in this room yet or how to go about it, the bedroom that I have taken the wallpaper down from and then the glue it seems to have removed everything down to the wallboard. and in the guest bedroom when I paint with the roller the paint goes on the walls bumpy, Is this the roller I'm using? I'm not sure how to sand these walls the proper way since it is sanding the wallboard. Do you have any advice for me?
