I don't like the sound of it. Hopefully it is just the slab settling - if they didn't compact the fill under it enough, etc. Worst case, the foundation is settling unevenly - this could be from footings being on disturbed soil, etc. As long as the walls don't crack then it is probably just the slab. Doesn't sound like he put in any steel reinforcing in the slab. I always used heavy wire mesh that was made for this purpose and any cracking would then just be minor. I would keep researching and keep a dated journal and photos in case you have to go to court to get him to redo slab.
