See if you can talk a contractor out of some caulk whose name is NP 1.
You can't buy it, but the stuff is absolutely outstanding and is designed specifically for masonry caulking.
You don't want to put concrete in that space, the garage slab and the house foundation will expand and contract at different rates, hence you could run into some trouble otherwise.
