I don't know what the security concerns are, but operable windows or vents with dampers, or a powered vent are the obvious choices. If this is a storage building, ventilation is generally not stipulated in codes. Your ventilation requirements vary with intended use and room volume, but common sense can be used to install adequate ventilation to the point that heat gain and air quality is at comfortable levels. That should address excessive moisture.
