What the heck is a "step 2"? 3" isn't a lot to try to establish a good base. If you have very pourous sandy soil then maybe you could get away with a 3" deep crushed stone aggregate base. The underlying soil needs serious compacting with either a tamper or rent a power compacter. Do the same to your base. If clay soil or poor draining then you might need to go down a foot and start with sharp gravel and compact and work up to your crushed base, all compacted min. every 6". Then, throw down some loose sand for bedding the bricks, then top filler, compact, more filler, compact again. Also, important to run your base out wider than the actual bricks by almost a foot at least. This will prevent edges from sagging. Also use a good edge to hold all before topfill - I like the flexible black brick edge with large flange on each side - available at masonary supply or where you bought your bricks.
