I don't fully understand your terminology, or what you are calling a "support section" or "sided by" or "stringers", etc. Even if I was certain what these terms meant I probably still couldn't fully help you because these type of problems must be seen to be fully understood. There might be something that you don't describe that is influencing things. Anyone who told you, sight unseen, what needed to be done would not be responsible. YOu really need someone to look at this who is qualified. A builder who has done these things before. It sounds like you might have a bearing wall, or load of some weight that comes down on some joists mid span with no real bearing underneath. It might not be a "sistering" situation. You might need a girder beam under the whole lot, after jacking it up the 2" to bring everything back up to level. One thing that does sound certain is that you need someone to look at this FAST, before it fails. Badly sagged, twisted and broken members is a sure sign of an unsupported structural load that could be in danger of going boom.

If the joists end up needing more support, like a girder beam, AND you don't want to lose the ceiling height in the basement, or on that floor, then you can "flush frame" a beam under the wall, after cutting all the joists to make room for the beam "flush, within" the floor. More money and work but you don't lose the ceiling height. Any real builder would know how to flush frame this if you needed that.
