It does depend upon whether or not the garage is attached or detatched, but even with an attached garage, vapor barrier has nothing to do with keeping a car warm and vapor barriers always go toward the 'heated side'.
Bottom line: Insulating a garage unless it is attached or heated will have any benefit whatsoever.
