roofing order

I have roofers working on my home as I type. When they started, they put felt on right away on the bare wood. I thought the sequence was supposed to be 1) drip edge nailed to the roof of the deck on the eves, 2) underlayment, 3) drip edge nailed over the underlayment on the rakes, 4) and composition shingles begun so the notches stagger.

I questioned the roofers about the drip edge being applied over the underlayment on the eves and he said that it was okay....is it? (PS they are not using any cement or silicone type of sealant or ice guard on the roof at all and I live in Ohio)
