I just installed a new roof this weekend and what our sequence was 1st tearing off the old 2 layers(that was fun!)
then we installed the felt paper and the the drip should go on.you would want thae started shingle to seal to the drip edge as much as possible. As fara as the I&W sheild it depends on your snow area and or your codes. Good luck.
