Sounds like you simply need to adjust the level to which the water rises in the tank. The water level should stop about an inch below the top of the overflow tube (the tube that the small plastic tube empties into). To adjust the water level, simply bend the metal bar, attached to the "plastic bouy", downward, so the float ball is lower. When the water fills the tank, it will push the ball up sooner and thereby shutting off the water from the fill valve before the level reaches the overflow tube. You can bend the metal rod with your hands. And you don't need to put bleach or anything else in the tank water. Some of these products will actually promote the deterioration of the rubber components in the tank.
