It's possible when you took them out to clean them, you misaligned the notch in the back or it's not aligned in the manifold. This is definately an unsafe condition, and if the chimney was blocked the pressure switch would not allow the gas valve to open. I'm suprised the flame roll out switch didn't kick in.
