Radiant ceiling heat and cable staples

Regarding ceilings with radiant heat: I used cable staples--approx. 3/8", embedded into the ceiling to just under 1/4" and within 1/2" of all vertical surfaces--to hang/string network line (cat5) along the upper corners of the rooms. However, I have a couple of concerns/questions (read into that what you want ...).

1. Are radiant heating elements EMBEDDED in the drywall/ceiling material (approx 3/8" thick), or are they on top of the ceiling material? And if embedded, what is the approximate depth to the elements?

2. How close to the corners/edges of the room DO the elements extend?
