Cutting/Chopping concrete

Recently moved into a new home. Having the washer and dryer delivered Monday.

The prior owners had 4" pipe running into 3" pipe throught the basement wall for dryer venting.

When the home was inspected, it was pointed out it is "required" (use that term loosely, because the prior owners got away with it, as well as the house passing inspection) to have all 4" pipe.

So, my plan this weekend was to widen the hole in the basement wall to fit the 4" pipe.

What is the best way to go about this? Drill several holes and chisel out the rest? Thanks in advance guys!
