If this is a water flooding problem, filling it in to above the water level is a solution providing you have a good water vapor barrier of plastic or concrete above the damp soil, stop high humidity outside air from entering, and you control the humidity level with a dehumidifier to less than 50%RH.
If flooding is not a problem, but the space is damp because of outdoor moist air infiltrating, the moisture level can be controlled with a powerful dehumidifier and closing the vents to the outside. You need a dehumidifying capacity of 1 pint of capacity per 20 sq.ft. of floor space.
