Paint Flaking on Ceiling and Walls

Our bedroom ceiling paint is flaking. It is also happening on the walls. My husband thinks it is being caused by an oil based paint underneath from a previous owner. Someone told us to scrape the flaking off and use a gripper paint to seal it. My husband is afraid once we start scraping, the whole room will need to be scraped. He wants to dry wall the room. Before we go to that time, mess and expense, is there another fix for this problem?
