basement stone wall eroding

I have an attached brownstone row house built in 1907. The basement "attached" walls are in fine shape, but the front and rear walls are not. The paint has peeled from them and the exposed stone foundation is flaking sand or mortar. What's the best way to approach this problem?
Also, the floor is a flaky "mud" concrete floor which also yields a constant "dust". Can it be painted or sealed in some way?
