Why don't you try vinegar or bleach? I use those to clean my walls. There are a lot of really good primers out there that would probably cover it right up even without all the cleaning. Ask your paint dealer. Friends of mine removed their stucco ceiling, it was a big project, and very , very messy but it does look better. But it's amazing what a fresh coat of paint can do.
